With Sebelius considered "safe" in 2002, the Kansas Democrats diverted considerable money to elect Democrat Chris Biggs over Republican Phill Kline. The Kansas Press reported polls showing Phill Kline was to win in 2002 by a comfortable margin, but never studied why his win was by a razor thin margin. The AP tried to smear Kline on Nov, 10, 2002 after his narrow win, but the Kansas press NEVER studied what happened to Klines's lead in the polls that predicted a 7%-point lead by Kline:
So why was this race so close? There was a lot of secret money spent in this race that was not known until months later, and which the Kansas Press in some parts of the state has never reported:
One Democrat, Chris Gallaway, was the treasurer for all these groups and likely orchestrated this money flow:
Sebelius wrote this letter of recommendation for Gallaway. Gallaway "graduated" to the contact person for the Young Democrats of America 527. Only the Lawrence Journal-World asked about Gallaway's unpaid parking tickets in Topeka: “Gallaway came under scrutiny in 2002 when it became public that he had not paid more than $18,000 in parking tickets to the city of Topeka during his time with the state party. He also was sued six times between 1998 and 2001 for writing bad checks and failing to pay his credit card bill.” Gallaway has gone on to become the head of the Young Democrats of America and apparently is architecting “tricks” now at the national level. An official of a Democratic organization in another state contacted the Kansas Meadowlark over a year ago and asked:

This article describes Tiller's and ProKanDo's actions as Tiller attempted to "buy" the 2002 race for Kansas Attorney General. Some additional political money details of Tiller's spending in 2002 are shown in the diagram above, and in this PDF file, which has been ignored by many in the Kansas Press. The Kansas press has noted a single $153,000 transaction by this KDL PAC, but has missed the larger scope of the $264,000 received from Tiller by this Kansans for Democratic Leadership in 2002:
Also in 2002, the "Democratic Legislative Victory Fund - 2nd" Committee received $5000 from "Kansans for Democratic Leadership" (the name for the 3rd District Committee) on 10/30/2002. A few days later (11/2/2002) exactly $5000 was sent to Emily's List in Washington, DC. Tiller's Women's Health Care Services gave $15,000 to KDP on 3/19/2002. ProKanDo gave $5000 to KDP on 8/1/2002. Emily's List gave $10,000 to KDP on 10/14/2002. The Democratic Tallgrass Committee, and the Democratic Legislative Victory Funds 1 and are the "links" to Tiller's political money shenanigans from 2002 to similar ones in 2004 and 2006: After laundering a lot of political money in 2002, the Kansans for Democratic Leadership PAC gave $10,000 to two of the Congressional District Democratic Legislative Victory Committees, and then folded by giving its final $1496 to the Democratic Tallgrass Committee The Lawrence-Journal World did break this story on July 31, 2003 describing the $153,000, but didn't describe that amount was only about half the money Tiller spent in 2002. Newspapers like the Kansas City Star and the Topeka Capital Journal continue to ignore this story. And this all occurred at a time that Kansas received an "F" in campaign finance disclosure. Even USA Today mentioned this story more than most Kansas newspapers. So while the $300,000 of political money in 2002 was a big story, the bigger, and shameful story is a biased press that refuses to print easily verifiable facts, and opine about the need for better political money reporting. If Dr. George Tiller and the Kansas Democratic Party are so proud of abortion money in Kansas politics, why do they go to so much effort to hide what they're doing, year, after year, after year?
