Was Dan Lykins the architect of this money flow?

A Kansas Meadowlark article described how Dr. Tiller hijacked  the education issue in 2004: Channels secret money to influence Kansas Senate Races, Oct. 30, 2004, which was a story largely ignored by the Kansas Press. 

On 10/19/2004:  

• $5000 from ProKanDo (10/19/2004) and $5000 from KNEA PAC (10/19/2004) to Democratic Tallgrass Committee  (p. 2 of Democratic Tallgrass Committee report, 10/25/2004).  On 10/20/2004 Democratic Tallgrass Committee sent $10,000 the Kansas Democratic Party.

• $5000 from ProKanDo (10/19/2004) to Democratic Legislative Victory Fund - First).  Earlier on 9/3/2004, the Democratic Legislative Victory Fund - First sent $15,000 to the Kansas Democratic Party.

• $5000 from ProKanDo (10/19/2004) and $5000 from KNEA PAC (10/19/2004) to Democratic Legislative Victory Fund - Second (p. 2 of Democratic Legislative Victory Fund - Second, 10/25/2004)

• $5000 from ProKanDo (10/19/2004) and $5000 from KNEA PAC (10/19/2004) to Democratic Legislative Victory Fund - Third (p. 2 of Democratic Legislative Victory Fund - Third, 10/25/2004).  On 8/9/2004 Democratic Legislative Victory Fund - Third sent $15,000 to the Kansas Democratic Party.

Was it coincidental, or collusion, that both the KNEA PAC and Dr. Tiller's ProKanDo PAC made identical contributions to all these Democratic Party Committees on the same date, 10/19/2004?

Possibly to avoid criticism of how Gov. Kathleen Sebelius' vetos have helped him, Dr. Tiller has avoided direct contributions to the Kansas Democratic Party both in 2005 and 2006.  (Tiller did give $8000 on 12/28/2001, $5000 on 3/19/2002, and $2000 on 8/12/2002 to Sebelius' Bluestem Fund PAC).   Tillers recent contributions to the Kansas Democratic Party include:

• Tiller $800 to ProKanDo PAC on 3/21/2003

• Tiller $25,000 to ProKanDo 1/19/2004

• Tiller $5000 to ProKanDo on 8/8/2004

• Tiller $10,000 to ProKanDo on 8/18/2004

• Tiller $25,000 to ProKanDo on 10/25/2004

• Tiller and wife $2110 to ProKanDo on 11/15/2004

• Tiller's Women's Health Care Services $76,000 in-kind salaries to ProKanDo in 2003

• Tiller's Women's Health Care Services $34,398+$20,400 in-kind salaries to ProKanDo in 2004

• Tiller $10,000 to KDP 2/18/2003

• ProKanDo $500 to KDP 9/12/2003

• Tiller $10,000 to KDP 2/25/2004

• Tiller $5000 to KDP 8/12/2004

• Tiller $10,000 to Democratic Senatorial Campaign Committee on 9/3/2004, which sent $5000 to the Kansas Coordinated Campaign  (an alias for the Kansas Democratic Party) on 9/13/2004.  This group had already sent $10,000 to the Kansas Coordinated campaign (aka KDP) on 8/12/2004.  

• Tiller's ProKanDo PAC $5000 on 10/18/2004 to Kansas Senate Democrats Committee, which had just sent $13,500 to the Kansas Coordinated Campaign (aka KDP) on 9/13/2004.  

• Tiller's ProKanDO PAC $500 to Kansans for a Democratic House on 12/30/2004, which had sent $16,500 to the Kansas Coordinated Campaign (aka KDP) on various dates in Oct 2004. 

How big was the ProKanDo PAC in the 2004 elections?  The Kansas Governmental Ethics Commission published their list of the top 10 PACs in 2004.  ProKanDO was #4:
