Oddly, out-of-state PACs have different reporting requirements than in-state PACs, which allow them to “hide” their participation in Kansas politics. These reports are not online, and can only be reviewed at the Secretary of State’s Office in Topeka.
Our weak state laws allow out-of-state groups to file “Verified Statements” that are not published online at present. Verified Statements only show political money raised specifically for use in Kansas, and political money spent in Kansas. Funds raised for use in other states, and funds spent in other states, are usually not listed.

- The two groups in bold above are mistakes, since these were Kansas groups, not Missouri groups. Unknown groups incorrectly filled out the reports. Instead of giving its name, the group incorrectly identified the recipient of the contribution. This page will eventually be updated with the correct information from other information on the form.
- Some Kansas-based Federal PACs are required to file Verified Statements for reasons that are not understood.
- Some groups file these reports in error.
- Only the last four years of Verified Statements can be reviewed at the Secretary of State’s office. Older statements are stored at the Kansas State Historical Society.
A partial summary of the contributions from these groups, which was computed before the Jan 2009 reports, showed the above groups contributed over $500,000 to Kansas politics.
The largest known contribution was reported in a one-page report. The Service Employees International Union (SEIU) Political Education and Action Fund, Washington, DC, gave $125,000 to Gov. Kathleen Sebelius’ Blue Stem Fund PAC.
Now that this list has been formed, a breakdown of the receipts and expenditures by these groups will be computed. That will take some time and be the subject a future article.
